The Council of State revealed its opinion on the issue upon the request by the Prime Ministry. According to the Council, the removal of the capital punishment may be done just by changing the Penal Code instead of amending the Constitution, which is a more difficult affair.
MHP insists that a constitutional amendment is needed - an approach that still underlies the party's tough stance. The other coalition partners, DSP (Democratic Left Party) and ANAP (Motherland Party), back the abolishment.
As ANAP has been particularly trying to picture itself as strongly pro-European, it has been facing serious frictions with MHP.
