The European Commission adopted drafted proposals for EU rules to prevent the trade in equipment and products which could be used for capital punishment, torture or other cruel, inhuman or degrading treatment or punishment. The proposal is focused on trade in equipment and has two components: The first is a ban on all trade in equipment which has no, or virtually no, practical use other than for punishment or torture. The second allows the competent authorities to control trade in listed equipment and products, which could be used for torture or capital punishment but which also have legitimate uses.
