The European Parliament Committee on Foreign Affairs, Human Rights, Common Security and Defence Policy recommended that the conclusion or renewal of any kind of agreement with a non-EU country where the death penalty is still used should lead to 'heavy and continuous pressure' on the part of the EU for the death penalty to be abolished or a universal moratorium to be introduced in the country concerned.
