The European Union said it was concerned about human rights in China and will raise the issue when their leaders meet on September 22-24, diplomats said.
"We will raise concrete questions about the death penalty, torture and persecution of minorities," an EU diplomat said.
"The EU is concerned about the human rights in China and would like to see progress."
The EU and China will hold their fifth bilateral summit in the Danish capital after the ASEM (Asia-Europe meeting) summit, which will bring together leaders from the 15 EU member states and 10 Asian nations.
Chinese Premier Zhu Rongji will lead the Chinese delegation of about 10 ministers to the meetings in Europe.
At the meeting with China, the EU will be represented by Danish Prime Minister Anders Fogh Rasmussen - whose country holds the rotating EU presidency - European Commission President Romano Prodi, Trade Commissioner Pascal Lamy and External Affairs Commissioner Chris Patten.
Supporters of the spiritual movement Falun Gong, outlawed by Beijing in 1999, have arranged a number of demonstrations in Copenhagen during the summits, Danish police said.
The EU will also urge china to invest more in the bloc, which is the biggest investor in China, the diplomat said.
