The House of Representatives proposed a bill which advocated reducing the amount of illegal drugs found on a person in order to be eligible for the death penalty. Under House Bill No. 10665, the Dangerous Drugs Act, the death penalty would be imposed on persons caught with 15 grams of shabu (methamphetamine hydrochloride), marijuana resin and marijuana oil. Those caught with at least 200 grams of marijuana leaves, or at least 10 grams of cocaine, heroin or opium, would also be meted the death penalty. Under the present law, the death penalty is meted out to persons caught possessing at least 750 grams of marijuana or 200 grams of shabu.
