The issue of sentencing terrorists to death needed serious debate, State Duma Chairman Boris Gryzlov told reporters. "In my view the moratorium [on capital punishment] should not be lifted but circumstances call for in-depth discussion of the issue. This is why we will discuss this issue," he said.
Quite a few people, "State Duma members not being an exception," insist on death penalty for terrorists, Gryzlov said. This is the reason why we have to discuss this issue again and again, he said.
"Reinstatement of death penalty in Russia is out of the question now," State Duma Security Committee Chairman Vladimir Vasilyev said.
If, however, the majority wanted to discuss it, the issue may be included in the Duma's agenda, he said.
The Duma would not make any decision immediately, in particular, they would not lift the moratorium on death penalty, Vasilyev added.
