The Justice Department has released a study five days before the first federal execution in 37 years claiming that there is no racial bias in federal capital prosecutions. James Alan Fox, a criminologist at Northeastern University said that the survey does little to answer the basic question of bias. "The prosecutorial decision-making here is what needs to be reviewed," Fox said. "The problem may well be at the front end, and this seems to ignore that."
