The Lithuanian parliament ratified Protocol No. 13 to the Convention for the Protection of Human Rights and Fundamental Freedoms, concerning the abolition of the death penalty in all circumstances. Lithuania eliminated the death penalty from the national Penal Code in December 1998. In January 1999, the Baltic country signed Protocol 6 to the above convention on the abolition if the death penalty, reserving the right to apply capital punishment in times of war. Protocol 13 was signed in Vilnius, May 2002, during the 110th session of the Council of Europe's Committee of Ministers.
