the Parliament of Iraqi Kurdistan, an autonomous region in the north of the country, decided to abolish the death penalty for theft. The penalty was established in resolution 1631 of the ex Council of the Revolutionary Command, the supreme legislative authority of the Saddam era.
The parliament established that theft is a minor crime and as a result the application of the death penalty is excessive.
The Parliament also discussed the provision for a general amnesty, something that has already been announced. "The essence general amnesty decree is that whoever finds themself in jail can benefit from an annulment or a reduction of the sentence," parliamentary sources said.
There will be exceptions, examples being those who are "sentenced for certain crimes including acts of terrorism and the counterfitting of documents, as well as fornication, drug use and homosexuality."
