The Philippines Department of Justice argued for the lifting of the moratorium on the death penalty, particularly concerning drug convicts, so that the heightened campaign against illegal drugs would have more "impact". "The government has just declared war on drugs, so I think the campaign might have a stronger impact if we impose the decision of the courts on those who have been convicted and sentenced to suffer the penalty of death," said Justice Undersecretary Merceditas Gutierrez. "We have the law, and we're supposed to impose it," she added.
