The president of the 55-nation Organisation for Security and Cooperation in Europe (OSCE) Jaap de Hoop Scheffer called on Tajikistan President Emomali Rakhmonov to impose a moratorium on the death penalty. Hoop Scheffer told reporters he had issued the call during talks with the Tajik leader during which he offered OSCE assistance to enable the Tajik authorities to reform the judicial system and carry out a mine-clearing programme. "I spoke to the Tajik president about introducing a moratorium on capital punishment," Hoop Scheffer said.
