The United Nations pulled out of a project with Cambodia to set up a special court to try former Khmer Rouge leaders blamed for some 1.7 million deaths in the 1970s, saying it could not guarantee the court's impartiality.
The world body was ending negotiations with Cambodia on the plan after concluding that the court, as currently envisioned by Phnom Penh, "would not guarantee the independence, objectivity and impartiality that a court established with the support of the United Nations must have," said Hans Corell, the chief U.N. legal counsel.
Corell also expressed concern that years of talks were delaying plans to try the former Khmer Rouge leaders accused of genocide and other crimes against humanity.
No Khmer Rouge leaders have ever appeared in court although an estimated 1.7 million people died during the radical group's 1975 to 1979 "killing fields" regime due to execution, starvation, overwork and disease.
