Circuit Judge Robert Smith ordered Herbert Williams, Jr. to life in prison without the possibility of parole. Williams, 41, black, was serving time on death row after a jury convicted him in 1990 of shooting to death Timothy Hasser in 1988. Prosecutors said Williams' attorneys have agreed to drop any further appeals of his conviction.
