Zhao Bingzhi, the director of the China Criminology Society, suggested that the Supreme People's Court withdraw provincial high courts' authority to hand down the death penalty. "It is quite necessary to withdraw their authority and to use the death penalty cautiously," Mr Zhao said. The president of the Supreme People's Court, Xiao Yang, agreed with Mr Zhao but said the timing had not been determined, the China Youth Daily reports.
