Around 100 Mexicans on death row in US prisons required immediate consular protection, an ICJ judge said, after the International Court of Justice ordered the United States to "review and reconsider" the cases of 51 Mexicans facing execution. Mexican ad hoc judge to the ICJ, Bernardo Sepulveda Amor, told Reforma newspaper: "For the future, equivalent protection should be granted to around 100 additional Mexicans who are already being tried for serious crimes and facing severe penalties, who need immediate consular assistance." Sepulveda's comments were published a day after The Hague-based ICJ ruled on March 31 that Washington violated international law by not informing the 51 Mexicans that they were entitled to consular or legal help from their government as it must under the 1963 Vienna Convention. One of the most pressing aspects of the ruling for Mexico, said Sepulveda, who was designated as a judge to the ICJ in January 2003, was for it to take every possible measure "to rescue the three Mexicans who imminently face execution." Sepulveda said that the ruling also forced Mexico to grant the same benefits to foreign nationals imprisoned on its territory. Mexico must "be sure that all foreigners arrested on national territory are granted all the juridical benefits that Mexico has demanded for itself and for its nationals."
