France voiced shock at the execution in Texas of a convicted murderer said to have been mentally retarded. "We are appalled by the execution in Texas of Mr Oliver Cruz," Foreign Ministry spokesman Francois Rivasseau said. He said experts had found Cruz to be mentally retarded and the EU had appealed to Texas Governor George W. Bush on the matter, recalling United Nations rules banning the conviction and execution of mentally retarded people. "France and its European partners will remain very vigilant on this matter," he said.
