the Indian government sent its final opinion to the President on 27 of the 29 mercy petitions of death row convicts. The petitions, which reached President Pratibha Patil after getting the comments of the concerned state governments, include the three assassins of Rajiv Gandhi and Khalistan Liberation Force terrorist Davinder Singh Bhullar, who was convicted for killing nine persons and injuring 31 in a bomb blast in 1993. Sources hinted that most of the petitions were "not found to be fit for Presidential pardon".
