Latvia's Saeima [Unicameral Parliament] turned over draft amendments to several laws that are to be harmonized with the international protocol aimed at the abolition of the death penalty to parliamentary commissions.
The draft amendments concern the Penal Code, Amnesty Law, Criminal Code, Criminal Law and the law on the Criminal Law's taking effect. For instance, the death penalty will be stricken from the Criminal Law's Article 118 concerning first-degree murder with aggravating circumstances.
Latvia has acceded to the International Covenant on Civil and Political Rights, passed on December 16, 1966. The bill that was turned over to Saeima commissions aims to ensure that Latvia can accede to the covenant's protocol aimed at the abolition of the death penalty.
