Portugal, the sole European Union country to raise constitutional questions about an anti-terror plan, is ready to change its constitution to take part, Prime Minister Antonio Guterres said.
Amending the provisions on extradition would remove a potential obstacle to overall implementation of the anti-terrorism measures agreed by European Union justice and interior ministers on September 20. The devastating attacks on the United States on September 11 prompted the EU anti-terrorism proposals.
The document now bars suspects' extradition to countries that have the death penalty or life imprisonment.
