Texas Representative Ciro D. Rodriguez (D-TX) urged Gov. George W. Bush to halt "Texas' execution conveyor belt" until the state's capital punishment system could be studied. Rodriguez, a death penalty supporter, stated, "Recent questions about the fairness and accuracy of the death penalty have led to a growing consensus in Texas, and across the nation, that our criminal justice system might be punishing the wrong people."
