The Kinshasa government issued a warrant for the arrest of Xavier Chiribanya, who had just been named as governor of the eastern province of South Kivu by the Rwandan-backed Congolese Rally for Democracy (RCD). Kinshasa wants Chiribanya in connection with the January 2001 assassination of the president at the time, Laurent Kabila.
Chiribanya is one of 30 individuals that was sentenced to death on January 7 by a military court.
'Now that we have been informed that the sentenced man is in [the provincial capital] Bukavu, an arrest warrant has been issued to the public prosecutor at the Bukavu Appeals Court to detain him and hand him over,' interim State Prosecutor Tshibambe Kia Pungwe said. However, the RCD, which controls the eastern half of the vast country, said that it recognises neither the warrant from Kinshasa nor the death sentence hanging over the new governor's head.
Chiribanya, who was named governor of the key province, which borders Burundi and Lake Tanganyika, on 26 January 2003, was sentenced to death in absentia by the Court of Military Order (COM) for the attempt on Kabila's life, and also for the plot aimed at toppling the institutions of the Republic, for the assassination of the head of state and, finally, for treason by complicity.
