The right-wing think tank Politeia predicted that terrorist suspects will use provisions in the new Human Rights Act to avoid extradition.
Its report called for human rights laws to be reined back so foreigners thought to threaten national security, could be deported immediately, even to countries that may subject them to the death penalty.
The report, Tackling Terrorism, by Martin Howe QC, claimed: "The present state of the law has made it virtually impossible for any effective action to be taken to prevent the UK being used as a base, training centre and jumping-off point for terrorist activity."
