The United States admitted it had violated international law in the case of two Germans executed in Arizona but rejected German demands to the World Court for reparations. James Thessin, acting legal adviser for the US State Department, told the International Court of Justice that the United States had apologised for failing to assure that brothers Karl and Walter Legrand, executed in 1999 on murder charges, had access to consular officials. But he said granting reparations would twist the intent of an international law on consular access.
