Bill to repeal Neb. death penalty not expected to be debated. Today, the Legislature's Judiciary Committee advanced a bill (LB306) that would repeal the death penalty and replace it with life imprisonment without possibility of parole. But because the bill has not been prioritized, it is not expected to be considered by the full Legislature this year. The Legislature will debate whether to change the state's means of execution to lethal injection. The same legislative committee advanced a lethal-injection bill (LB36) today. Nebraska has been without a means of carrying out death sentences since Feb. 2, 2008 (see), when the state Supreme Court ruled that use of the electric chair was unconstitutional.
