The Intermediate People's Court in Loudi, Xinhua County, Hunan Province, sentenced Liu Liwen to death, the Hunan Daily reported. The court also sentenced Ceng Xinhui and 18 other alleged gangsters to terms of imprisonment. Starting in 1996, Liu, a former paper factory worker, organized vagrants to form a triad organization, the paper said. They allegedly engaged in loan shark activities and committed robbery, kidnapping, drug trafficking, firearms trafficking and assault. They also offered bribes, the paper added.
